Introduction

One of the best places for people with AIDS to be cared, is a Home. Looking at the HIV/AIDS scenario in Madhya Pradesh an increase in the number of HIV positive has been noted. Due to the increase in AIDS cases the hospital burden will eventually increase. In view of this community based care for PLWHA who need care and support, both at the clinical and social level, is required.

Foreseeing the need for community based care, an exercise is on to set up Community Care Centres in M.P.

Situation in M.P.

The MPSACS has proposed to set up Community Care Centres (CCC) in collaboration with NGO's at selected sites of M.P.

Activities taken up at Community Care Centers are -

* Shelter.
* Treatment of Opportunistic Infections.
* Nutritional Care & Support.
* Recreational Activities.
* Spiritual discourse.
* Yoga.

* Referal Services.
* Training of Community Based Organization (CBOs) in case of HIV/AIDS patients.
* Nursing Care.

MAIN ACTIVITIES

1. To Reduce Blood borne transmission of HIV.

2. To implement testing of Hepatitis 'C' as the 5th mandatory test for Blood Screening.

3. To set-up one modern Blood Bank, upgrading major Blood Banks, setting-up 6 District level Blood Bank in uncovered districts, promotion of Voluntary Blood Donation.

4. To increase awareness level among the youth and those in the reproductive age group.

5. To monitor existing Targeted Intervention Projects and to award new Targeted Intervention Project among High Risk Groups through NGOs.

6. Promote use of Condoms among High Risk Groups and General Population through free Supply and social marketing of condoms and ensure STD care through routine STD Clinics. The strengthening of STD Clinics is also to be emphasised.

7. To conduct Family Health Awareness Campaign among general population and provide medical advice and provision of drugs for STDs.

8. Promotion of Voluntary Counselling & Testing facilities across the state.

9. To conduct Sentinel Surveillance in High Risk and Low Risk Groups of the population.

10. To ensure inter-sectoral co-ordination for expansion of AIDS Control Activities.

 

The first case of HIV/AIDS was detected in MP in 1988, and since then the number of Aids cases is rising. In view of the seriousness of the problem, MP Government constituted AIDS control cell in 1992 under medical education department. Subsequently MP state AIDS control society was constituted on 14/7/1998. MPSACS takes policy decisions for effective implementation of AIDS control programme in MP. It is an autonomous institution, funded by National AIDS control organization (NACO).
At Present M.P. State AIDS Control Society is functioning under Department of Public Health & Family Welfare Govt. of Madhya Pradesh and is implementing all component activities of AIDS Controls Programme in all 48 Districts of Madhya Pradesh through Health Managers at Districts / Medical Colleges and NGOs.
   
Intervention projects are proposed to be taken up at most of the locations where high risk groups reside, like Dhaba's on Highways, Industrial Areas, Pockets of CSWs, Areas of Migrant population etc.

M.P. State AIDS Control Society is empowered to provide funding support to NGO's for TI Projects. Detailed guidelines has been formulated for short listing of NGO's and their training and orientation in TI's.The Targeted Interventions are being monitored and evaluated to ensure that the maximum impact is created at the grassroot level.

Interested NGO's for TI projects working in the field of Health / Women Empowerment / Community Development can submit their proposal to MPSACS, as and when advertisement in newspapers as per instructions, along with details like Registration Certificate (3 Year Old), audited statement of last 3 years ( Certificated by CA), annual progress report of last 3 year, infrastructure and the manpower, self assessment report etc.
