The AIDS control program is carried out through certain activities,
which are developed to meet the objectives of the program.
These objectives are
1. To ensure high level of awareness of HIV/AIDS and its prevention
in the population.
2. To provide sound technical support to all components involved in
AIDS control program.
3. To promote use of condom for safe sex.
4. To target interventions at groups identified as high-risk groups.
5. To ensure safety of blood.
6. To establish effective surveillance throughout the state to monitor
the epidemic.
It
is expected that the successful implementation of these activities
will lead to effective HIV/AIDS control. But how will one know whether
the objectives are being achieved?
How can one judge whether the project is going in the right direction?
What strategies will be more effective? What area of project needs
more control? An effective Monitoring and Evaluation system answers
all above questions.
Monitoring
is an internal system of keeping checks on the progress of input,
process and output throughout the project period. Evaluation is
the process of assessing effects and or impacts at the end of each
phase of project.Evaluation can be both internal as well as external,
aim being to learn from experiences and assist in planning future
projects.
The
success of Monitoring and Evaluation lies on some important factors
such as efficient retrieval of accurate information, scientific analysis
and sound, impartial decisions.
For accurate data retrieval the MIS formats for Blood Screening, STD
Surveillance, VCTC and AIDS Case Surveillance are used. For effective
monitoring, a Checklist has been developed.
